How do I revoke or uncertify my data submission?

If you have submitted your LEA's data and completed the final certification but need to edit that data prior to the close of the collection, please contact the CRDC Partner Support Center (PSC) via email (crdc@aemcorp.com), us this online form (PSC Contact Us Form), or phone (855-255-6901) to request the data be uncertified/revoked.

How do I certify my data?

To certify your LEA’s data, please make sure all errors are resolved and all warnings have been reviewed on the Certification Dashboard and also by running the Pre-Certification Check Preview on the Certification Dashboard.

  1. In the submission system, navigate to the Certification Dashboard using the Certification menu tab in the menu at the top of every screen. 
  2. After running the Pre-Certification Check Preview process and resolving all errors, click the Ready for Certification button located at the bottom of the page. 
  3. Resolve any errors provided and continue through to the section to input your name, title, phone number and email address. 
  4. Click Submit and download your Record of Certification.

NOTE: Only those authorized or designated to certify data for the LEA will have this item in their menus.

How do I submit CSV files (flat files) or Excel templates?

Any LEA can choose to submit their data by using the FFS method and the Excel Template LEA Form and Excel Template School Form.

The FFS method is primarily intended for use by LEAs that have an existing central student database. The CRDC FFS method is designed to be flexible to meet the needs of school districts to organize and upload CRDC data elements. Mid-size and even small school districts may find that creating flat files for some or all their CRDC data would be more efficient than keying in data through the online interface.

How do I download my data submission reports?

Once you have completed data certification, complete the following steps:

  1. Log in to the CRDC Submission System.
  2. Click on the Reports tab in the top menu.
  3. Click the corresponding blue bar to request a report. 

Downloading Submission Review Report

  1. Locate the Submission Review Report section on the Reports page in the submission system. Check the box to Include reason codes and comments: If you check this box, the downloaded files will also contain any applied reason codes and their associated comments.
  2. Click the blue “Request New Submission Review Report” button.
  3. The page will refresh with a message stating, "New Submission Review Report request in progress. - Your request to generate the Submission Review Report is currently in the queue. It was submitted on <date and time>.

Once your submission review report is ready for download, there will be a “Download Submission Review Report” button available in the submission system. Note: Larger files may take up to 24 hours to process.

From what dates should I report data for the 2025-26 CRDC?

Each module contains instructions on the specific dates from which you should report data. The following are examples of common dates found in the module instructions:

  • Fall snapshot: For most tables, the data reported should be as of October 1, 2025 (or the closest school day to October 1), unless otherwise noted. For schools with block scheduling that allows a full-year course to be taken in one semester, the count reported should be based on the sum of a count taken on October 1, 2025 (or the closest school day to October in the first block, and around March 1, 2026 in the second block.
  • Cumulative counts: Report a cumulative count for the period beginning at the start of the regular school year and ending one day prior to the start of the following regular school year.
How long will it take to complete the data collection?

The amount of time required to complete the data collection varies depending on the number of schools in the LEA. The LEA must complete one LEA-level survey form and one school-level survey form for each of the LEA’s schools. The LEA form, which collects LEA-level data, is estimated to require 4.6 hours to complete. Each school form is estimated to require 21.2 hours to complete. This includes the time needed to review instructions, research existing data resources, gather and maintain the data needed, and complete and review the collection of information. An LEA with only one school would take, on average, 4.6 hours for the LEA form and 21.2 hours for the school form, for a total of 25.8 hours. An LEA with 10 schools would take, on average, 4.6 hours on the LEA form and 21.2 hours on each of the school surveys, for a total of 216.6 hours.

What is the first step for the CRDC?

The first step is for the superintendent or the superintendent’s designated staff member to verify the contacts: Superintendent, primary contact person (PCP) and Alternate Contact Person (ACP) for the CRDC. LEAs that participated in the 2023-24 CRDC should receive an email requesting updating contact information to verify the contacts prior to the opening of the submission system. LEAs that did not participate in the 2023-24 CRDC and are required to complete the following CRDC should contact the CRDC Partner Support Center (PSC). Also, contact the PSC if your LEA has closed, changed, or reorganized, and you think the LEAs is not required to participate in the CRDC.

Who should be listed as the Primary Contact Person (PCP)?

The PCP should be the person who primarily coordinates the data collection and reporting activities, disseminates all pertinent information regarding the CRDC to the rest of the team, and liaises between the LEA and OCR. Examples of positions held by previous PCPs include:

  • superintendents
  • assistant superintendents
  • student services coordinators
  • public education information management system (PEIMS) coordinators
  • student information system (SIS) managers
  • information technology (IT) specialists
  • human resources (HR) managers
  • other positions that work closely with student data
Where can I get more information about the CRDC?

Information about collecting and reporting data for the CRDC is available on the Partner Support Center. Data from the 1968-69 through the 2020-21 CRDC surveys are available on the CRDC website. What educational levels of data are collected in the CRDC?

The CRDC collects LEA- and school-level data. Each LEA must complete one LEA-level form and a school-level form for each school in the LEA.

Under what authority does OCR conduct the CRDC?

The CRDC is a mandatory data collection that schools and school districts that receive federal financial assistance from ED are legally obligated to complete. Section 203(c)(1) of the Department of Education Organization Act conveys to the Assistant Secretary for Civil Rights the authority to “collect or coordinate the collection of data necessary to ensure compliance with civil rights laws within the jurisdiction of the Office for Civil Rights.” See 20 U.S.C. § 3413(c)(1). The civil rights laws enforced by OCR for which the CRDC collects data include: Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color, or national origin; Title IX of the Education Amendments of 1972, which prohibits discrimination based on sex; and Section 504 of the Rehabilitation Act of 1973, which prohibits discrimination on the basis of disability. OCR’s implementing regulations for each of these statutes require recipients of ED’s federal financial assistance to submit to OCR “complete and accurate compliance reports at such times, and in such form and containing such information” as OCR “may determine to be necessary to enable [OCR] to ascertain whether the recipient has complied or is complying” with these laws and implementing regulations. See 34 CFR § 100.6(b) (incorporated by reference into 34 CFR §§ 104.61 and 106.81).

Who is responsible for reporting the CRDC data?

The LEA’s superintendent is responsible for ensuring that the data are submitted and certified by the due date. However, the superintendent may delegate the responsibility of preparing and reporting data to other staff members.

What is the purpose of the CRDC?

What is the Civil Rights Data Collection?

The Civil Rights Data Collection (CRDC) is generally a biennial (i.e., every other school year) survey required by the U.S. Department of Education’s (ED) Office for Civil Rights (OCR).

How do I reset my password?

Please take the following steps to access the CRDC Submission System: 

  1. Navigate to the CRDC Submission System.
  2. Select the “Forgot your password?” link on the home page.
  3. Enter your email address and select “Reset Password.”
  4. You will receive a system generated email from crdc@ed.gov that includes a link to reset your password. Please also check your spam/junk folder for the verification email. 
How does my LEA remove schools from its list?

To submit your deletion request, please follow the steps below.

  1. Log in to the submission system.
  2. Click on the Admin tab in the top right corner to navigate to the System Management section.
  3. Click on Manage Schools in the System Management section.
  4. Select the school that will need to be deleted.
  5. Select “Request School Deletion” Under the “Actions” section.
  6. Enter the primary reason for school removal on the deletion request screen. A detailed explanation will be required.

Note: While not required, answering the additional questions that apply will help the reviewer decide. Users who submit the request will receive an email when the request is submitted, approved, or rejected.

How does my LEA add schools to its list?

To submit your school addition request, please follow the steps below.

  1. Log in to the submission system.
  2. Click on the Admin tab in the top right corner to navigate to the System Management section.
  3. Click on Manage Schools in the System Management section.
  4. Select the green +Add School button.
  5. Enter the school information to add the school.

The school will be added within one business day.

How does my LEA add new users and manage permissions?

A feature of the CRDC data submission tool is the ability to add new users to the online tool and grant specific personnel permissions to view or edit data. LEA Administrators can add new users, enter, and review data for schools and the district, and access reports. Every LEA Admin always has full Read, Write, and Admin permissions for his/her LEA and all schools within it.

How does my LEA change its Superintendent, primary and alternate contact persons?

When system is open, you can Edit Contact Info by logging into the submission system. Then follow the next steps. 
1.    Click on the "Admin" Tab in the top right corner.
2.    Click on "Manage LEAs".
3.    Click on "Edit Contact Info" listed under "Action".
If you do not have current access provide the updated contact information to the Partner Support Center using the PSC email form. 

How does my LEA report it has closed, changed, or reorganized?

Please contact the CRDC Partner Support Center (PSC) via PSC Contact Us, or phone (855-255-6901) to provide information about the LEA change and to receive instructions regarding the CRDC.

Please include dates of closures, mergers, and/or lists other LEAs involved.

Where can I see the information reported by school districts for the CRDC?

Data from the 1968-69 through the 2020-21 CRDC surveys are available on the OCR CRDC website.

How does my LEA submit CRDC data?

The data is submitted online in the CRDC Submission System via manual data entry or flat-file upload.

Who is not required to participate in the CRDC?

Tribal schools operated by the Department of the Interior’s Bureau of Indian Education and schools operated by the Department of Defense Education Activity are not required to collect and submit data to the CRDC, at this time. School districts in U.S. territories are also not required to collect and submit data for the CRDC at this time. The only exception is Puerto Rico, which is treated as a state under the Every Student Succeeds Act of 2015. What educational levels of data are collected in the CRDC?

The CRDC collects LEA- and school-level data. Each LEA must complete one LEA-level form and a school-level form for each school in the LEA. 

Who must participate in the CRDC?

The CRDC collects data from a universe of nearly all public local educational agencies (LEA) and schools that receive federal financial assistance from ED, including justice facilities, charter schools, and alternative schools.  In addition, state operated programs that receive federal funding assistance from ED have a legal obligation to provide the data that are being collected by the CRDC. In some states, the state educational agency (SEA) provides CRDC data for its LEAs.

School districts in the U.S. territories, except, Puerto Rico, are also not required to collect and submit data for the CRDC at this time.  Every Student Succeeds Act of 2015 added Puerto Rico, which first participated in the 2017-18 CRDC.
